组织制定公司有关前期工作规章制度，经批准后，贯彻执行。
监督控制领取建设工程规划许可证前全部与政府相关部门包括土地局，计委，建委，工商，规划局等的手续工作及时间安排。
监督与土地方协调工作及拆迁手续的办理
制定工程前期工作计划并组织实施
审核工程前期各项费用支出，并对前期工作质量负责
组织工程前期人员完成所规定的工作
工作地点：包头，巴彦淖尔
